From US lacrosse

US Lacrosse announced the 2018 rule changes and points of emphasis for youth boys’ lacrosse. The rules are to be used for all levels of play 14U age group and below.

The points of emphasis for 2018:

Sportsmanship: Players, coaches, officials and spectators should exhibit the highest levels of sportsmanship and congeniality at all times. Coaches, officials and spectators are all partners in providing the best possible experience for youth players.
Stick Checks to the Head: In youth lacrosse, any stick contact to the head should be called. This allows for more consistent penalty calling and helps mitigate injury risk.
Mouth Guards: In 2017, the penalty changed from a personal to technical foul to encourage greater penalty enforcement for violations. Mouth guards must be used and worn properly.
Age-Appropriate Rules: US Lacrosse youth rules are supported by the concepts in the Lacrosse Athlete Development Model (LADM). Players should follow age-appropriate rules that include, but are not limited to, field size, stick length, body contact and stick contact.
Experimental Rules: In order to test rule proposals submitted to US Lacrosse, the Men’s Rules Subcommittee encourages leagues to try several experimental rules (listed at the end of this release).
The committee, which met earlier this summer passed some rule revisions and also focused on making important clarifications to the 2017 rules.

“Our goal last season was to produce a small and easier to understand set of youth rules,” said Rick Lake, senior manager of the men’s game for US Lacrosse. “During the season clarifications were made and our Rules Committee did a great job ensuring the 2018 rules will be easier to understand and apply.”

Rules changes in 2018 include:

Adoption of a small-sided unified boys’ and girls’ lacrosse field.
Eliminating the penalty for raking the ball at the 6U, 8U and 10U levels.
Including spectators as a potential cause of unsportsmanlike penalties for a team.
Applying a one-minute releasable penalty the second time a field player from the same team steps in the crease and acts as a goalie.
Adding language that a shot that hits the pipe or the goalie shall remove a stalling warning.
Aligning the wording at the 12U and 14U level to match NFHS rules regarding stalling in the final two minutes of the game, requiring teams to keep it in their offensive zone only if they are ahead by four goals or fewer.
Aligning the rule with other rule sets that a goal can be scored if the shot is released (rather than crosses the goal line) before the period ends.
Adjusting the rule at the 6U, 8U, and 10U age groups to read that officials should award the ball via alternate possession rules when at least three players are involved for a scrum for the ball for more than four seconds without gaining possession.
The updated rule changes and clarifications will appear on online in the 2018 US Lacrosse Boys’ Youth Rulebook early fall.

“With the rulebooks now being available in the early fall and in an online format, it will be more accessible for youth lacrosse league to know what changes are coming and for lacrosse official associations to train for the spring season, ” Lake said.

Following are the experimental rules that the committee encourages leagues to consider and provide feedback.

Excessive Possession (no player keeping possession for more than 5-7 seconds after possession has been gained)
Reintroducing offside (10U)
Requiring a completed pass after a faceoff (10U, 12U)
Nominating a defensive in-home players (goalie can remain in the game after penalty while defensive in-home serves the goalies penalty)
Extending play during final two minutes (14U and 12U – if team leading in the game and commits a penalty in last two minutes, the game will be extended to full penalty time, if it surpasses the game time.)
Eliminating “get it in and keep it in” during the final two minutes of the game.

Stick stringing specifications simplified for women’s lacrosse

From US Lacrosse

Women’s game rules representatives from the NCAA, NFHS and US Lacrosse have collaborated with industry representatives to simplify the stick stringing specifications for women’s collegiate, high school and girls’ youth play for the 2018 season.

The changes were made to address growing concerns around stick stringing in the women’s game. US Lacrosse and the NCAA receive multiple inquiries from coaches, officials, players, and parents at all level of the games requesting help with measurements and clarifications of legality.

Both manufacturers and officials reference the technical specifications for stick stringing in the Youth, NFHS/USL and NCAA rulebooks in order to ensure that players are not using sticks that may result in unsafe or unfair play. Traditionally, the technical specifications have focused on limiting pocket depth, release point of the ball, and ensuring that the ball could not get lodged within the stick head. These criteria are based on the safety needs of the women’s game. If the ball is difficult to dislodge by a normal checking motion or the speed of the ball out of the stick is greatly increased those would impact the safe play of the game.

Over time, the rule language, in its focus on the technical criteria for stick stringing, has become highly detailed and subsequently, stick stringing has become very difficult for officials to consistently enforce. Officials at all levels of play in the women’s game have significant responsibilities associated with maintaining safe play, and the measuring and testing of sticks before and during games in order to ensure consistent enforcement and to ensure that are legal for play has become overly burdensome. The technical requirements have also created unnecessary confusion in the marketplace for players, particularly those who just entering the sport and looking to find sticks that they can buy inexpensively off the shelves, and use without requiring significant modifications before becoming legal or functional on the field.

The technical details have been replaced by performance criteria aimed to focus on function, while maintaining a basis for ensuring safe play.

While many of the technical specifications for stringing have evolved in the new rules, two requirements remain constant, pocket depth and shooting string parameters. The safe play of the women’s game is the ultimate priority for rules and consequently these two components were not changed. Based on studies and dialogue with manufacturers, these two pieces were identified as critical to maintain comparable speed and grip on the ball under the new regulations.

“Ultimately, the traditionally strung women’s stick will remain dominant in the women’s game; but we also believe that as the game grows across the country and more and more young girls are picking up sticks to play, we need specifications that allow for off-the-shelf playability and are easier for everyone to discern and maintain legal sticks, from game to game and season to season,” said Caitlin Kelley, senior manager of the women’s game for US Lacrosse. “We look forward to both innovation and less on-field burden to officials with these pared down requirements.”

“We feel confident that by continuing to align with US Lacrosse stick stringing requirements, these new changes will offer streamlining of the specifications and provide more consistency with stick checks,” said Jen Adams, chair of the NCAA Women’s Lacrosse Rules Committee and the head coach at Loyola (Md.) University. “The simplification of stick stringing specifications will also be more understandable for officials, coaches and players who are not stringing experts.”

The new permissive specifications will encourage innovation and broader accessibility to sticks across all age and talent levels. It is difficult to find an entry-level stick for a female player that is ‘playing ready’ off the shelf and cost effective. The stick is a critical component of skill acquisition and was a high hurdle for growing the game and retaining new players. The new specifications ensure that stick rules put performance first in order to foster skill acquisition and enjoyment of the game.

Notable Takeaways

Women’s sticks that are currently legal will remain legal
Consumers may begin to see stringing that looks different. Mesh can be part of the pocket.
The on-field pregame stick check will look at depth and movement on both the front and back facing side of the pocket now.
Shooting string rules remain the same and must be attached directly to the sidewall.
Also remaining the same, the pocket depth must allow a portion of the ball to be seen above the sidewall (front and back) and no holes or gaps in the stringing can be greater than 1.5 inches

A complete list of sticks currently legal for play in women’s lacrosse is available on the US Lacrosse web site.

.@USLacrosse announces approved rules for box lacrosse (B/G)

Phillylacrosse.com, Posted 10/17/17
From Press Release

US Lacrosse has announced a new set of standardized rules to govern indoor box lacrosse for both men and women at all levels of play from ages 6U and above. These approved rules, which are effective immediately, are the result of a collaborative effort during which time US Lacrosse gathered input from many other national and international box lacrosse organizations and stakeholders.

US Lacrosse insurance coverage for members now extends to participation in box lacrosse played under rule sets approved by US Lacrosse. Leagues, players, coaches, and officials are covered by this member insurance at no additional charge. Box lacrosse leagues may contact their US Lacrosse regional manager for additional details.

“The development of US Lacrosse rules for domestic box play is a natural extension of our organization’s evolving and increased commitment to the indoor game,” said Steve Stenersen, president and CEO of US Lacrosse. “In recent years, we’ve increased our commitment to our U.S. Indoor Team, advocated for the value of small-sided play through our Lacrosse Athlete Development Model, and forged stronger relationships with a number of regional and national box lacrosse organizations. Delivering a set of rules intended to standardize box play on a national scale, with corresponding member insurance coverage, is a logical expansion of our member value proposition.”

US Lacrosse engaged multiple partners in the development of the new rules. A task force was established to survey existing organizations that promote box lacrosse and to identify the major rule sets currently in existence. These include rules that govern play for the National Lacrosse League (NLL), Federation of International Lacrosse (FIL), Canadian Lacrosse Association (CLA), US Box Lacrosse Association (USBOXLA), and American Indoor Lacrosse Association (AILA), among others.

Task force members included Brian Lemon, vice president of the NLL; Tony Resch, former head coach of the U.S. Men’s Indoor Team; Shaydon Santos, former NLL player and co-founder of USBOXLA; Ginny Capicchioni, former NLL player and co-commissioner of the Baltimore Indoor Lacrosse League; Kevin Forrester, former NLL player and referee; Chris O’Dougherty, active NLL player and U.S. Men’s Indoor Team member; Dana Dobbie, Team Canada player and assistant coach at Loyola University Maryland; and David Seidman, chair of the US Lacrosse Men’s Rules Committee.

The task force was led by Rick Lake, senior manager of men’s game administration at US Lacrosse.

“Leading this group of accomplished box players, coaches, referees, and administrators was a humbling experience,” Lake said. “All of these individuals have a deep passion for the growth of box lacrosse, and this set of rules serves as the foundation for US Lacrosse to join in its growth.”

The task force identified best practices within each of the existing rule sets, and combined those with US Lacrosse’s safety best practices and applicable portions of the Lacrosse Athlete Development Model. After a series of drafts and edits, a final rule set that includes age-specific modifications was endorsed by the task force and subsequently approved by the US Lacrosse Board of Directors.

• Access the full Box Rules here ( PDF)

Points of emphasis in the new US Lacrosse Box Rules include:

• Illegal Body Checking and Boarding: Illegal body checking an opponent and/or body checking a player into the boards who is in a vulnerable position are the most are dangerous checks in the game. Body checks that are reckless or attempt to deliberately injure an opponent will result in a match penalty.

• No Fighting: All games played by US Lacrosse rules shall not allow or condone fighting. Players who engage in fights must be removed from the game.

• Play the Ball: When players are pursuing a loose ball, checking of an opponent’s stick and some body contact are allowed. If body contact is more than equal pressure and is a direct attempt to drive the opponent off the ball while making no attempt to play the ball, possession shall be awarded to the non-offending team for interference.

• Safety Equipment: While optional in field lacrosse, both bicep pads and rib pads are required equipment in the US Lacrosse box rules, in addition to the other equipment listed in Section 5. Additionally, NOCSAE certified lacrosse helmets are required.

• Penalties: Under the US Lacrosse rules, penalties can be either minor penalties (2 minutes), major penalties (5 minutes), or match penalties (5 minutes + ejection from the game).

The National Lacrosse League has endorsed the new US Lacrosse Box Rules.

“This is another step in the evolution of the sport of lacrosse. We are encouraged by US Lacrosse’s deepened focus on the game of box, and the importance of youth participation as part of elite player development,” said NLL Commissioner Nick Sakiewicz. “It is a very exciting time to be a part of box lacrosse as we continue to see the game grow across the United States. The NLL’s partnership with US Lacrosse is stronger than ever, and we could not be happier to be working closely with our partners to develop and grow the game at the grass-roots level.”

Regy Thorpe, head coach of the U.S. Men’s Indoor Team, also voiced his support for the new rule set.

“This is a monumental day for all US Lacrosse members and supporters. US Lacrosse’s commitment to being more involved with the box game will have a major effect on the growth of box lacrosse in the United States,” Thorpe said. “US Lacrosse’s involvement in the box game will have a positive, long-term influence on the future of the U.S. Men’s Indoor Team, and has our entire staff and team excited about the future.”

As the national governing body of lacrosse, US Lacrosse is deeply rooted in rules development for all levels of play. US Lacrosse writes the rules for boys’ and girls’ youth lacrosse (ages 14U and below), as well as for high school girls’ lacrosse and collegiate non-varsity (or club) and post-collegiate women’s lacrosse.

US Lacrosse also collaborates with the National Federation of State High School Associations (NFHS) on the rules for high school boys’ lacrosse, and with the NCAA on the rules for collegiate varsity men’s and women’s lacrosse.

Questions about the new box rules can be directed to Rick Lake at US Lacrosse.
